For appointment to a Business Systems Analyst 2, you must have:

• A bachelor’s or higher degree AND THREE years of qualifying professional experience*.

OR

• A bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification AND ONE year of qualifying professional experience*.

OR

• Possession of a Level 3 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA).

*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:

• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).

• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).

• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

The following activities are NOT considered qualifying experience:

• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and  make recommendations to management regarding policies, practices, procedures and resources.

• Responsibility limited to forms design and changes to forms.

• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.

• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.

• Development of instructional materials and classroom training.

•Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.

For 70.1, 52.6 or 70.4 transfer to a Business Systems Analyst 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

 Non-Competitive promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1.  If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Duties

This position is located within the bureau of Program Optimization Support & Transformation, Division of Retirement Services and is responsible for:

Provide support for existing business processes and systems in all functional areas of the Retirement System
  • Oversee and participate in all tasks associated with the analysis & design processes required to support all phases of the System Development Life Cycle
  • Ensure the successful development and implementation of infrastructure and application changes in PeopleSoft, Oracle Policy Automation, FileNet, DataCap and other integrated platforms.
Oversee business process analysis activities      
  • Work with stakeholders to analyze potential or actual changes to their business processes and systems.
  • Facilitate the elicitation, documentation and tracking of new business requirements.
  • Work with stakeholders to conduct the analysis necessary to determine the capability fits and gaps of existing or proposed system components.
  • Facilitate the development of new business process designs.
Supervise Business Analyst teams 
  • Manage small teams of business systems analysts
  • Enforce proper adherence to time and attendance rules.
  • Communicate and enforce standards of professional conduct.
  • Review work products for quality and accuracy

 

Knowledge, Skills & Abilities

  • Practical experience with the System Development Life Cycle throughout all phases of solution delivery.
  • Experience using recognized business analysis methodologies such as business process flows, fit-gap analysis
  • Experience creating configuration and functional design specifications.
  • Experience developing test scenarios, scripts and data, and reviewing test results.
  • Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft.
  • Strong interpersonal skills, particularly in verbal and written communication.
  • Strong troubleshooting, problem-solving and organizational skills.
  • Ability to interact and work well with technical and business staff.
  • Ability to work well in a team environment.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
